(New Bloomfield, PA) -- Voters in Perry County could be confused as to whether they should put a stamp on their mail-in ballot. There is a photo of a return envelope that doesn’t seem to have the words pre-paid postage on the envelope where a stamp should go. The US Postal Service says they will deliver the mail and absentee ballots without postage.
