(Reading, PA) -- Reading City Council members say they aren't ready to move forward with a plan to reauthorize the Downtown Improvement District. Members are set to ask the city solicitor if changes to the plan mean the whole reauthorization process must be restarted. The current agreement ends December 31st, and a reauthorization would extend that for another five years.
