(Reading, PA) -- A proposal to pay homeless people to clean up city streets is being considered by Reading City Council. The council heard the proposal made by Hope Rescue Mission’s executive director, Robert Turchi, on Monday. The plan would pay men from the mission to work with supervised staff to clean city streets while also serving as an outreach program for the homeless. City Council will be voting on the plan early next week.
