(Reading, PA) -- City leaders have decided some buildings in downtown Reading could be unstable enough to collapse. That's why they've installed temporary fencing in the area of the 400 block of Penn Street. Mayor Eddie Moran says they're evaluating the situation every day and have also contacted an engineering firm to evaluate the damage. The building has been vacant for some time.
