(Reading, PA) -- Mayor Eddie Moran says after nearly 13 years, the City of Reading is no longer under state oversight for being a financially distressed city. Reading received that designation in November of 2009 after years of recurring budget deficits, ineffective financial management practices and unfavorable socioeconomic trends. The acting secretary of the state Department of Community and Economic Development signed a formal determination letter ending state oversight Thursday.
