(Reading, PA) -- State police say a Philadelphia man has been charged with fatally shooting an 18-year-old Reading man at an off-campus apartment building near Kutztown University. A news release states Xzavier Wayman, who is a former student, was taken into custody Monday. He is accused of killing Diego Velazquez in a hallway at the Advantage Point Student Apartments in November.
